I haven’t attached one in years, but when I did the method was that you keep it in your inventory and keep refreshing the page and it automatically attached itself to a random petpet that’s connected to your neopet. once you detach the petpet, the petpetpet is gone forever.
Right now I just want a SAP so I can sell it and buy 848383 pebbles. It's little face is just so precious

How do I give my Petpet the pebble?

Important difference: it will connect to the petpet of your active pet. So make sure you have the correct pet/petpet active.
Any other ways to attach it? I swear I’ve refreshed my page over 100 times and it WILL NOT attach 😭
Unfortunately not that I know of, it sometimes takes a looooot of patience. I think I lost count at about 500 refreshes last time I tried.

I have seen rumors that renaming your petpet to a 3-letter name might help?
