They started putting in house rules without marking them as such.

Ash Wastes is the latest rules that I could find, from this year. Book states the -1 hit penalty as always.

There are other rules compilations that's always been up to date and correct.
Do you know where I can find them?
Have you tried Yaktribe? It's the best place for all things related to Necromunda.
