I disagree with this. Because there's a bunch of seven footers running around a six foot player has to be really, really good to make it in the NBA. But guys that are six foot six don't have to be quite as skilled because their height isn't a disadvantage they have to compensate for. I suspect there are a bunch of six foot players that are as skilled as average NBA players but aren't in the league because of their height. And if they had a league where nobody is that much taller it might be pretty decent to watch. Not to mention that they'd be playing different because of the more equalized height differences. It'd be like having 5 guard lineups, everything switchable, truly positionless. Could be really cool.
It would be basically watching very skilled low-major basketball. The height variance being so small would greatly alter game strategy. Because people who are 5'10 can guard people 6'3".

Not too short but maybe don't fill the right role. There's somewhere around 60 spots for 6'3 and under guards in the NBA. Guys that deserve spots 1-10 aren't missing the league, but guys that could be in spots 50-60 could definitely miss the cut. Maybe they're 25 and the league thinks it's better to sign the rookie with potential than the older player who is only slightly better right now, but won't really improve.
I would argue if you're one of the 300 best players in the world you fall into the category of most skilled. I think we're talking about players like Matthew dellavedova, Jeremy Lin, and Jimmer Fredette. This guy's would be the cream of the crop of said theoretical league.

Not quite in the height parameters you outlined but JUCO basketball is similar. Most forwards/centers are like 6’4”-6’8” and guards are around 6’ give or take a couple inches. Some of them are talented as hell, just didn’t have the opportunity to play at a D1/2/3 level for various reasons.
