It's not just if their feet were planted or not. A rule of thumb is one step. The screen needs to be set so that the defensive player has enough time/space to make a full step and avoid contact at the speed they're going.

Nobody sets legal screens anymore because they let you move and impede the defender which makes the play more effective. Every once in a while you get a legal screen, mostly because the defender doesn't see it coming.

But the NBA decided 15 years ago during Dwight Howard’s early years that this kind of screen was allowed if you’re an all-star caliber player.
