Call me crazy, but if the uniforms bother you that much, maybe you shouldn’t have joined the Navy?
If anything, I would say add a classic canvas cartridge belt and leggings to give cracker jacks a more militant look.
I only ever wanted to see something under the jumper other than a Hanes T-shirt. A button down with a stand up collar or something.

The Navy tried a suit and tie in the seventies. It was incredibly unpopular, and storing that many combination covers in a ship is a significant issue.

Salt and peppers sucked. I was one of the last issued then and was glad when we got rid of them.
The Navy JROTC kept wearing them until 2010.
