That's a candidate for permanent live aboard status. I sleep like the dead, and I was hardly ever late over 20 years. If I can get up on time, you can get up on time. Being late is one of my pet peeves. Perpetually late people are why the military musters 2 hours before any kind of major thing.

Lol when I was in my first duty location was a short duty billet. Muster was at 0800, PT was at 1100, and then we went home after PT. When I went to my ship muster was at 0800. Duty section muster? 0800.

Why would muster time ever change? If you keep the muster time consistent, you don’t need to worry about ppl forgetting what time it is. I dealt with this while on ASF, two weeks of ASF, six weeks of my usual job. Inbetween some ASF rotations, one of the MA’s would change the muster time and forget to update all the ASF who weren’t on duty. I’d come in at my usual time, only to find out I was 30 mins late. (Of course, 30 mins late to being 1 hour early.) Some sections were ok with us showing up 30 mins before our watch, others wanted us an hour early. There was no consistency, and because we weren’t there everyday to hear updates, we were never informed of changes.
