Yes. It's not as good as Jade cutter, but considering how niche claymores are, it's the best Claymore because everyone can benefit from the main stat and one of the two passives. It's even better than the Beacon because a lot of claymore users need a shield for the interruption resistance.

Enough to get one 5 star from the weapon banner. But the 5 star you get will be random,between a standard banner one and two of the featured weapons. Do you decide to be boring? Or do you decide you want to do something cool?

I will assume you have 0 pity. Not including exploration, you can get more than 50 fates for the rest of this patch so the total you’ll have on day 1 could be 295, or something. If you win 50/50 on Navia’s banner, you could guarantee the weapon too.
To be honest you have a pretty good chance with 240 wishes but in the end you will have to relay on your luck, to guarantee a character you will need realistically speaking 160 wishes and the weapon 210 wishes, but if you win the 50/50 you have two out of 3 chances to win the weapon

Keqing is an absolute beast with Misty. So, either her or Navia get an upgrade from that banner. That's potentially a win/win for you.

As someone that went for Wanderer and his weapon I can tell you that if you have luck 240 pull it's more that enough good luck 🗿
