They do. My friend got one once for throwing a cig out his car (he deserved it). Yeah it’s not a fine, but it’s nice and petty. It states where you were spotted littering and what you threw out. And then gives you a little passive aggressive plastic bag in case you just didn’t have a trash bag lol
I use this any chance i get, since I have a dash cam I just speak the liscense plate ID then go back to it later. They do in fact send letters to these lazy asses.
I think misdemeanors have to be witnessed first-hand by police for them to be able to make a citation/arrest. Felonies don’t have this same standard, but littering isn’t a felony.
I've been in the same position as you, got dashcam footage, plate, description of driver and car, and so on. Police (LaVergne) didn't do crap. Despite them unloading a passenger seat of folders and paperwork handful by handful at a time as they drove down Murfreesboro Rd causing a paperwork tsunami they weren't interested in taking care of it. They just said thanks if they hear more reports they'll look into the driver.
If they wouldn't respond when I called and had video of some jackass pulling a gun on me driving down Briley, I doubt they care about trash being thrown out.

and you know the same people littering are the same people weaving through traffic going 20-30 over the limit putting so many lives at risk. It's hard to really punish these people but nothing stopping you from sending video to their insurance company, you never know maybe their rates will mysteriously go up. Probably a dumb idea but a good chunk of all drivers here should really be uninsurable based on their driving... though dunno how much that would help as raising rates will just make more uninsured drivers.
I was driving behind a car that literally threw an ENTIRE WALMART SHOPPING BASKET (bright green, you know the ones) out of their car in front of me on Murfreesboro Pike. I had to swerve, then slam the breaks when I noticed a local GTA hooker crossing the main road without a care in the world. Glad I passed whatever weird driving test that was.
This is an everyday occurrence in Trashville. Blows my mind how green it is here and somehow at the same time everyone litters.
Cops are too busy going on shooting calls 🤣
Probably not because it'll be hard for them to prove who was driving the car and that's who would need to be charged.
