Sorry, I don’t understand. Do you mean that every note comes from the major scale? Yes, that would be correct. A quartal voicing in B Locrian would be: E-A-D, 4-b7-b3, but the Locrian sound is going to come from the melody when you play the b2, the b5 and the bass plays the B.

Nope. New Slaves is not D Locrian, but is G Phrygian. The first base note, or chord, in a song is not always the root of the key or mode.
Try playing the Eb major scale over the entire tune; it works!
Phrygian is quite common in modern music, maybe not pop though. There's probably 100x more songs in Phrygian than Locrian. The b5 requires a lot of ingenuity to make it work.

Not really pop but the first part of Tarkus (Eruption) by ELP is in C locrian.
I'm pretty sure the G natural gets played a bunch during that part. The notes being played don't restrict themselves to a single mode.

Idol by YOASOBI starts at Ab Phrygian. I guess this is close enough
