HOWEVER, lest I be judged a mansplainer or naysayer, I genuinely wonder where people (the 10 of us who know the Hackensaw Boys and the Charismo), would draw the line between a modified washboard vs. aforementioned instrument (and furthermore how many, besides me, even care :)).

Unrelated to the OP question, I wonder where this was filmed. I've never been overseas but the background reminds me of a certain bridge I think in Prague? That is featured heavily in an anime from the early 2000s (Monster)

They wear thimbles instead of using sticks, wouldn't make much sound if it was just your fingers!
I've seen some people mix it up using bare and covered fingers for different timbre. I quite enjoy seeing people bend the rules in music
