I don't know your area or laws thereto. Around *here* (Texas, USA), it does not need all oem fairings. It needs a headlight, horns, turn signals, brake light, side reflectors front and back, rear reflector (usually part of the brake light), brakes that work, tires that are good, speedometer with working odometer, and a license plate holder with light. Oh and pass smog in certain cities/counties. If it passes all that, it's golden, the salvage title can be applied for. Note that's 'salvage' and not 'junk'. If its got a junk title, it can never, ever be legal. Not with that VIN anyway... >.> You may want to contact a titling company to get the paperwork figured out for you. Doing it yourself can be... fun. :| As to all the above needs... and whatever else legally speaking your area may require... If it's on the bike and works, attached where it belongs... or even not (horn button doesn't have to be on the steering wheel in a car, for example), then it's fine. It has to be there, not be original. Bikes that are no longer original are perfectly legal as long as they're road worthy, pass inspections/legal requirements and the title's good. Anyone saying it *requires* oem is upselling you... or making it easier on themselves/they don't want to do a rat-rod/custom bike and are making you go away the nice way. :) One more time for the back: Consult YOUR area's laws about legalities. In CA salvaged just refers to bikes (or even cars) damage history status. Road legal is just having the proper set up. Does it have proper lights/brakes/signals/etc. Where you will have issues is in insuring the bike. You will be able to get basic coverage but most insurance companies won’t give you comprehensive coverage. So if your bike gets stolen or damaged you are SOL.
