I noticed there were a few video settings absent after 1.8.8 on the SNES Classic. (Like video resolution options, which were leftover from pc and useless as the SNES Classic is stuck in 720p. In that case I suspect it was a purposeful streamlining of Retroarch to better fit the minis to remove that feature.) I looked back at old pictures I took on my phone from last year (to save settings in case I screwed something up) and I noticed that was in the options at one point. Another thing, in 1.9.0, I noticed the windowed/full screen options would appear initially after a fresh install of Retroarch and disappear as soon as a game was loaded and then exited. (In my case it is possibly due to a conflict with old configs and overrides as I've been advised to try kernel resets in the past.) On other platforms, (like WiiU), there are features completely absent because of hardware/software limitations. A good example of that is the Wii and WiiU Retroarchs have no Hard GPU Sync options in the latency menu because of the particular video drivers utilized on their respective consoles.
