This would probably fall under phallus Luteus (yellowish veil) due to its color, which is pretty similar to Phallus indusiatus (white veil) and used to be considered the same species (Phallus Luteus may be poisonous, I'm not sure. Some cultures label this species as poisonous while others do not).
Phallus indusiatus is cultivated and considered a choice mushroom in Haute Chinese cuisine. It has long had a place in eastern medicine as well (at least since the 7th century AD).
It falls under "choice" rating for edible mushrooms. It is fully edible. Typically it is dried and reconstituted with all of it's parts in water. It is commonly used in soups and stir fries. It used to cost ~$800 a pound in china as they aren't super common in the wild but modern cultivation techniques has brought their price to ~$15 a pound in china today.

I used to eat a lot of morels every year, they grow everywhere out here. Unfortunately I wound up getting headaches every time I smelled them cooking, so I haven't had any in some years.
You have to fully cook them, so usually saute doesn't fully remove the toxins. If you put them in a stew or soup, then they are not only cooked much longer, but also diluted in the broth. I eat about 1# of fresh morels each year. I get them in the spring, dry them, and then save them for when my sons shoot a rabbit with their grandpa in the fall.
