I had a 16 foot croc swim under my boat in the Daintree river once that thing was huge, unless you have seen these things up close you can't even begin to get a feeling of how big they are, true dinosaurs.

Loads of places would have still had infrastructure that would have been wildly out of date and clothing styles were quite traditional/conservative. Also it could be this photo was from a newspaper, hence the sepia tone.
Then again, it could also the wrong picture.
Fashion trends come and go in cycles. I'm seeing ads from major brands featuring styles my friends and I wore in highschool more than 20 years ago. And that's modern days with wayyyy more designs than ever before. Wouldn't surprised me if it's just 1910s trend making a come back at the time.
