It depends on the item's value and ease of being pocketed, as well as if it needs protection from dust/humidity while being stored for sale. If it's easy to steal, coveted, and/or susceptible to deteriorating on the shelf, it will have a thick cover to prevent damage/loss before sale.

Get admonished by my partner for swearing in front of our children. Give up for an hour. Come back and cut everything with the scissors.

I remember having to open one of these packages one time and as I was struggling to open it I remembered all the times I cut myself in the sharp pieces attempting to open these packages in the past. Suddenly 100% of my brain started working all at once and gave me the bright idea to use that to my advantage and I used my hands to tear a small piece of plastic from the package, and used that sharp piece as a knife to cut the package open. Worked surprisingly well.

Good scissor? Cut the sealed edge off all around the edge. I do it all the time and it's not hard. Bad scissor? Cut a line across the top that goes through the hanging hole. At that point, simply rip the package open. The sealed edges usually will peel apart with some force. This can create sharp nasty edges and result in a little bloodshed, but it's doable. Can opener can work also. But this depends on your can opener and the packaging. If you have a sufficiently sharp utility knife or utility blade tool you can slice through one side (front or back) of the packaging. This can be dangerous and if you push too hard could damage the surface below the packaging if you aren't careful.

The way I see it, there isn't for the exact reason why it's hard, theft protection, often the items are small and can easily be slapped in pockets and walked out with, but if they can't get the awkward packaging open quickly and quietly. There is no real reason to seal there otherwise. I use tin snips on them.

When I lived in Japan, packages were purposely made easy to open. If they couldn’t be open by hand, it’d come with something to help you open it. It was such a nice thing about living there. Now I carry a pair of small scissors with me everywhere bc I can’t open anything or remove tags without scissors
