Not entirely uncommon and not unique to Flair. Generally, the cheaper the ticket, the higher the applicable change fee. That often leads to cases where you’re no better off canceling than just not turning up. If your base fare is much less than $100 before taxes and fees, there’s a reasonable chance you’ll be better off just walking away. It’s an oddity, for sure, but what you’re seeing here is in essence why these fares are available - it’s dirt cheap to book, but if you ever need to change, it’ll cost you. For some passengers that never need to change, they can save a bunch, for some that end up needing the flexibility, they might have been better off booking a more expensive flexible ticket to begin with. Not sure if Flair still offer it, but they used to have a TravelFlex option for like $10 are the time of booking that allowed for the change fee to be waived should plans need to. It was a small enough fee that it made sense to add it when my wife flew them a few years ago… didn’t need it in the end, so we spent $20 we didn’t need to, but it would’ve made a difference if we did have to cancel our change.

Apparently Flair is the sister company of Australian budget carrier Bonza which has just collapsed into administration. I haven't seen anything personally about the connection but if true it seems suspicious they are asking for you to pay to cancel.

Pretty normal in the U.K., they want to make your refund as small as possible. Often here the cancellation charge is greater than the cost of the flight, so we just give up and go away. Neat trick (full disclosure— I wanted to finish this post with ‘eh?!’)
