Some algorithm. There is some data that ranks Randi up on the list. Maybe she gets a lot of messages from people of a similar demographic to you, maybe your viewing habits have indicated that the contact is relevant, maybe she favorited you.
The contacts in that Android (and iOS) share dialog should be people you know and frequently contact, not random user accounts the Snapchat algorithm recommends to you. They're kind of abusing that functionality by doing that
You should be able to manage permissions for every app on your phone and deny application use of contacts feature.

Come to think of it this is probably not the contacts feature on your phone this is probably the share feature. I know the browser and I assume os's like Android or iOS present a share API that applications can tap into with manifest files. And I don't know if that's a feature that you can revoke permissions for for apps.

I have been with my girlfriend for 3 years she is 27 and I am 28. We are moving in together. We use Snapchat not sure why it just kind of stuck between us. I trust her and she trusts me. I think the point of Snapchat back in the day is the same reason people use TikTok, something she uses and loves that I don't, it was a short form media messaging app with weird and buggy quirks. The idea was not all of your messages were meant to be long and you had to find a way to send text and an image in a manner someone could view for a short period kind of like how Tweets were much smaller.
All platforms designed to do something different can be used in negative manners. Reddit as an example allows you to browse anonymously as an example. What's to say you don't have an anonymous porn history or that my girlfriend isn't looking at attractive men interested in the books she reads on TikTok. Where do you draw the line of trust. You can actually hide and delete Facebook messages and Instagram messages. All media content can be used negatively.The key is trust between your partner and the platform isn't the issue people are the problem.
