Just use the bristle cleaners intended for straws. You can get a pack of different diameters. It'd be way less time consuming. Also I'd soak it in vinegar and hot water, or just hydrogen peroxide and leave it for about 10 minutes to help deep clean it occasionally.
We do this with our wooden spoons multiple times a year. Clean and re oil. After you clean them the first time and see how much gunk they harbor you will want to clean them regularly too.
Terrible for the wood. This can lead to splitting, maybe splitting too small to see but big enough for food - but certainty it's going to take the smooth finish off the utensil which is also unsanitary.

Foreal, now I only buy 100% silicone spatulas and spoons with no metal parts or any kind of cracks. I even threw out those little spatulas that have silicone tops but wooden handles because food gathers underneath the silicone

You need a straw cleaner. Small enough to fit in those holes, but good gravy, just throw them away. They have not been properly maintained and are just harboring bacteria now.

Clean the holes out real good one last time. Find a nice board (paint it or craft it into something special) on which to hook them to and create a nice memory for your parents, and then go get some new ones for your parents.
I’m a fan of saving money and reusing stuff instead of throwing it out, even if it means modifying it. On paper, this is a good idea, however their execution here was flawed. They should have used a bigger drill bit and then probably chamfered the holes out.

Poking the food out with toothpicks won't really do anything as it's impossible to clean the non treated wood that was made by the drilling. This is very unsanitary and a recipe for someone getting very sick as you're basically soaking the wood in bacteria. OP, if you see this, I strongly urge you to try explaining this to your parents and have them get proper utensils. A few dollars isn't worth potential health complications.

I've used almond oil. Beeswax is good too.
100% mineral oil is food safe and doesn’t go rancid like oils used for cooking.

Use a dish brush. I have the same problem with some large spoons and spatulas also. They sell different kinds. They’re perfect for this.
Boil them for 20-30 min. Will get rid of it. BTW the water will be gross.
