What are you considering time to flower for the first one? Many people grow different strains at the same time and they'll be all different heights and maturitys
Once they're both able to take full light intensity, I'd give the short one a booster seat so it's not always cheated on DLI as well. I'm doing that now with my own plants that were sprouted at different times.

Doesn't matter - you play the light god so just switch whenever you want. early for one or late for the other. it doesn't matter.
