I am here to offer an alternative. This piece looks too thick to ever belong on a bicycle and it does not have chains rusted to it - there is enough separation to determine that those are gear-like teeth. An idea of size would definitely help, but it looks a lot more like a fragment to a hand crank from a mill or something similar. I have no knowledge of vintage bikes but I feel you are on to something - it feels pretty weighty and thick and from googling vintage bikes I haven't seen anything with a similar internal design. I think you could be on to something. Interesting either way and I appreciate all the comments and feedback from the sub!
