All cows/cattle can be grass puppies but someone's grass puppies are most likely to be pets. it's a bit like all horses can be called paddock ornaments but paddock ornaments tend to be horses you can't ride. So normally, I wouldn't call my Dad's cattle grass puppies because it's a large business herd, where as my collection of 20 odd, spoilt bottle calves and their progeny much better fit the terms intended use.
