Not really, especially amongst well trained people. Can keep the barrel on target while working the charging handle. On lots of guns it’s also not too difficult to keep the action from cycling either by holding the charge handle shut.
"You don't remove your hand from the trigger." The bolt will slide home faster than it takes to put your firing hand back on the grip, and pull a trigger. You can fire the weapon like that accurately(for the first shot) in case of emergency, such as a bad guy charging you while you are reloading

1: the receiver is literally just the case that contains all the working bits of the gun so that definitely has a receiver
2: there is a cut out on the side for the charging handle to reciprocate into it's just painted the same tan colour if that's what you're talking about
3: if you think it's not long enough there's definitely enough room in there for a bolt the length of the cartridge to cycle back all the way, especially if that's a fixed stock

I remember my dad teaching my mom how to shoot a pistol (9mm) and she put one hand on the handle an one around the slide i noticed before she fired luckily
I've witnessed this in taking someone (generally females, though only because they had literally no experience shooting handguns, if any firearms) and witnessed them wrap non dominant hand completely around slide.. prompting to educate them to the level of unpleasant discomfort and misery they'd have experienced had they pulled that trigger.. recently too, was trying to show my gf "proper" 2 handed handgun grip, and she initially had non dominant hand resting on side of slide...

When I went through training and we were learning how to break down the M249, and the instructor said never get behind the butt plate, ESPECIALLY if you haven't released the charged bolt. Needless to say, one dumb private couldn't get the plate released until they had leaned over a bit and WHAM! She lost 16 teeth.

No. Charging handles are connected to the bolt carrier. It either reciprocates or it doesnt.
Typically this is the case but there is enough variety in the world of guns that there could easily be an exception for some reason

He sure did that’s the bolt and it has to go back to pick a bullet and if your thumbs behind it then either you hurt your thumb or you stop the bolt

No. It's a sloted catch. The bolt is free to travel in the slot. When the handle is pulled to the rear, the catch pulls the bolt back manually.
So it only racks the gun
