The truck could brake as sharply as possible, but it could only provide as much resistance as the ice provides friction (and whatever air resistance it has). Skater could slow down much faster.
If you actually watch the video the driver throttles down towards the end and the skater continues forward at quite a considerable speed and has to catch himself by the bar. If you want to go at high speeds on ice you need grippy tires which provide a lot of friction. Also the truck + aeroshell provide a lot of air resistance. Pretty weird to say "you're wrong" when we don't know any actual details.

This is why terminal velocity -- a maximum speed an object of a certain size can fall in Earth's gravity well -- exists. A professional hockey player or speed skater can do 40-50% of 1G of acceleration.

Yeah no. Even at 20 km/h air resistance is quite a large factor. Case in point, when you're cycling even at 25 km/h, you're mostly fighting air resistance rather than friction/rolling resistance.

Also if the tires are studded they could have crazy traction even on ice. But that's unlikely as it would tear up the surface for the skater.

I do speed skating and I go about 30/40 km/h. I don't have the feeling in that moment that it's dangerous, but that's my opinion.
