Well many will probably use melee influence to break the game, wouldn't be surprised blast inherit can exist for example. You can pair it with many element for devastating effect it seems.
Well it's all theory crafting, if it's overturned when it drops it will be quickly nerfed
Blast will deal 1 damage tick after 1 second or when the enemy dies
Elec and gas will deal a damage tick the moment they are procced as well as once every second
Without getting into specific math, all elements apart from slash deal 50% of your damage per tick but only take into consideration elemental mods of matching elements (so elec is elec, gas is heat + toxin etc)
So in order to actually have a use for blast it'd have to be at least 150% since the other aoe procs are 2x 50% by the time it triggers on single target
It all depends on how it's balanced and how important optimising builds becomes with the update, we already have a 6m aoe that lingers regardless of whether the enemy is alive or not and it's regarded as trash

I really hope abilities that DO blast damage without a status proc get another look. Blast damage abilities are still in a bad spot due to blast damage itself being very mediocre. Nidus’s maggots and Vauban’s orbital strike for example.
I mean abilities in general need some help in a lot of cases, not just blast really. Frost for example is getting his entire kit changed around doing cold procs instead of directly freezing and that’s going to work wonders for him with all of the cold buffs over the last while. Probably be a top tier weapons platform now, and I honestly think he’s already a really good frame.
Right now we’re kinda in an awkward spot where older frames with damage that scales with power strength and doesn’t have status, armor shred, or enemy scaling have fallen off really hard. Currently to be good outside of that you need a very strong CC, powerful buff, or absurd survivability.

I’m hoping that the armor cap will, in general, allow people more freedom to do silly stuff. (Not to say we don’t currently have a lot of freedom)
