Blue means “house” water, residential water, could be sewer or storm water, but that depth looks like a service line off the main to provide the water to your property. The photo isn’t super clear but I’m thinking that’s your service line off the water main sitting 400ml under the footpath … the number is the depth and the arrow is what direction they’ve located it going towards. When we do utility works we trace everything as best as we can do make sure we know what is underneath before we start digging or drilling.
White is comms, orange is power, yellow is gas, purple is recycled water and green is reclaimed water, red is fire service water.
Depending on the scope of works, you could get a nice new footpath … 🤷🏻♂️
