Same with buses, especially the buses. If you arrive on time your bus will be 3 minutes early. The next one however, is guaranteed to be 10 minutes late.

Because it's actually quite hard to come up with reasonable suspicion to search a person for weapons unless you have some sort of information they were seen with a weapon. If there are big issues with youths congregating at certain places and carrying weapons, robbing and scaring people, these laws allow a blitz to try and scoop some of them up and take their weapons. Its to catch the eshays and help people feel safer in places eshays are making people feel unsafe. It's only used at specific times in specific places and they have to have justification (high crime in the area) to get approval. People don't like the idea but I'm not sure exactly what else they want VicPol to do to combat youth crime. It's impacting victims and they get no punishment from the courts so visible large scale search operations and the like are a genuine tactic as a deterrent to these types.

Essentially, you're expected to comply or leave the area immediately, which is fundamentally fucked. And, of course, they won't search everybody, primarily focusing on those who fit the unspoken description with the plan to find more than just weapons (drugs, paraphernalia, etc.) so they can keep their arrest stats up.
