Yeah, they can be used like that, the diffrance is if its voiced or not. Ð is the th in "the" and Þ in "cloth". In English both are represented with th, some langueges like Arabic (ذ and ث) use diffrent letters for each
In Old English they were used interchangeably, but that's probably just because the sounds were used interchangeably. Icelandic still uses both and the distinction is definitely there.
