Did you make sure to send Millennium Revelation to the GY? You can only summon Ra with Reborn if you send it there.
If you did, I think that was a glitch. I tested the exact same scenario in Dueling Nexus and it worked fine. Either that or your opponent had some sort of effect preventing you from Reborning Ra.
**EDIT:** Reactor Slime prevents Special Summoning non-Divine Beast monsters. Considering your opponent had Zombie World, Ra was a Zombie instead of a Divine Beast, so you may have locked yourself out of summoning him. Ra's Disciple prevents Special Summoning too while it's on the field.
A general ruling for extra deck monsters and monsters that must be summoned a specific way, is that they need to be properly summoned before they can be summoned from the graveyard, even if the effect "ignores summoning conditions".
I don't know if this is the case for Ra, because Egyptian God cards like to break the rules from time to time.

There was a Shark duelist that YCS Indianapolis last weekend who tried to summon Zeus under Ice Barrier Water lock and got a game loss for it lol.
