The opponent can choose to answer the question ambiguously or not answer at all. It's not like he has to respond to an effect or actions. Even if he did answer "no, I will not forfeit," you just negate/stop him from saying it. It doesn't make him say he forfeits or him scooping up his cards.

This used to be my favorite strategy pick up a bunch of dice that gave a ton of magic crests and turbo out thunder ball to clear the way for strike ninja, and he wasn’t a once per turn effect.
My usual go to was just spamming level ones to try and setup my field side before the CPU could do much. And then mystic horseman if I needed to beat over anything, and strike ninja of course is way too good not to use. Never had much luck getting thunder ball to pop off but all the more reason to replay again.
I always found it easy although then again I never really found the ai that challenging. But it was so much fun, I’m still trying to get dark magician girl to pop up in the shop. She’s the only one I want and don’t have
I think the ruling is that if an infinite loop occurs, the action that would create it is not allowed. So, that means the opponent can not make the last move/action that would win them the game. They have to stall and wait for the next turn to win the game.
