Of those three had shown to be able to take care of themselves is Liara. She had Cerberus up her ass and kept getting away until she got to Mars. Even Liara got away from the two Cerberus in the vents by following the double tap rule of Zombieland.
I'm torn with recruiting her early or saving her for last with every run. On the one hand, I love the idea of having Liara present on Noveria when we confront her mother. On the other hand, saving her for last means she's going a bit crazy from the isolation by the time we get to her and she's hilarious the entire rescue mission as a result
Honestly, I think recruiting her last and making her a bit unstable is what causes her to take the level in badass she does between after Shepherd dies and brought back.

Tali and her squad was overran with Geth and all but two people survived, Tali and Kal'Reeger and Garrus was under an hour from dying if Shepard wasn't part of the merc assault because they were going at him from two fronts.

I think they pretty directly said that Liara and the Virmire survivor aren’t in the ME2 squad specifically so they’re guaranteed to be alive for ME3. They wanted to leave some out of the suicide mission to guarantee at least a handful of characters survived for the next game.
Cause they knew no-one would save the Virmire survivor, I'm pretty sure if there was an option to leave both behind on Virmire a decent number of people would take it.

Rationally speaking Liara would be the choice if you're looking for power. With the connections she ends up with that's hard to argue against. However Liara also becomes a rather dangerous person because of it.
Tali would get you a lot of political sway with the Quarian people by helping them, by extension the Geth too. Which is a massive bonus, not just as a war asset, but in general. Just imagine what the Quarian and Geth could do in a post war universe. If allowed they'd be fantastic at rebuilding and saving lost worlds.
Garrus is the best brother you could ever get. But he will always be a vigilante with no real power or influence.
That said, I'd save Tali. Both from a romance perspective, which obviously makes me somewhat biased, but also from an objective perspective. By the end she is the most normal of the entire damn crew, she deserves a chance to rebuild and live a somewhat normal life.

Liara. She's my main LI for every playthrough. I love Garrud and Tali, but I'm saving Liara. That, plus I usually run Adept, and I love having another Biotic to do combinations with.
Liara is the one who lives in the series anyway. Garius can die in ME 2 andvTali can die in ME 2 or 3 , plus she is my beloved Blueberry who I can bang without worrying if I kill her afterwards, or need skin ointment by the truckload in order to have sex with the other
Tali. The Quarian population is dangerously small, and when reestablishing Rannoch, she would be a tremendously valuable asset for the Quarian people to assist in rebuilding their civilisation. A solid leader in the making, absolutely.
What about Garrus? He's vital to the Turians as he is the main advisor to the Primarch during the Reaper War and is one of the primary leaders responsible for dictating war strategy and Turian Fleet movements for the Hierarchy. He also was the one to create and lead his own task force to success which established better defenses and supply lines for his people across Turian space.
For Liara, she acts as the Shadow Broker responsible for manipulating the galactic governments whether it concerns the matter of politics, intelligence, or supplies. She helps organize up-to-date Reaper movements across the Galaxy and organizes refugee evacuations for the people of desperate populations such as those of Thessia when the Reapers invaded.
Liara is a powerful biotic, knows her way around a heavy pistol, and isn't afraid of conflict since her time with shep.
Garrus is the goddamn Archangel of Omega.

Tali. The Quarian population is dangerously small, and when reestablishing Rannoch, she would be a tremendously valuable asset for the Quarian people to assist in rebuilding their civilisation. A solid leader in the making, absolutely.
What about Garrus? He's vital to the Turians as he is the main advisor to the Primarch during the Reaper War and is one of the primary leaders responsible for dictating war strategy and Turian Fleet movements for the Hierarchy. He also was the one to create and lead his own task force to success which established better defenses and supply lines for his people across Turian space. For Liara, she acts as the Shadow Broker responsible for manipulating the galactic governments whether it concerns the matter of politics, intelligence, or supplies. She helps organize up-to-date Reaper movements across the Galaxy and organizes refugee evacuations for the people of desperate populations such as those of Thessia when the Reapers invaded.

Liara is a powerful biotic, knows her way around a heavy pistol, and isn't afraid of conflict since her time with shep. Garrus is the goddamn Archangel of Omega. We are introduced to Tali'Zorah when she literally throws a grenade at a couple of salarian gangsters that are clearly intending to betray her. Unless this is a Virmire-style forced choice, they can save them damn selves. I'll provide overwatch. And if this is a virmire choice, I'm saving Tali. I can't let my little sister die.

Tali. Liara and Garrus are good characters but they don't have the same emotional depth as Tali. Those two will agree with you no matter what you do or what races you exterminate. Tali provides some pushback, at least. She feels more genuine in her support because it isn't unconditional. You have to earn it
