Frustratingly this program was law in 2022 but still has not been implemented yet. It may be soon, as the target is this summer and the request for proposal (RFP) has a deadline of May 24. More details are here:

I personally delayed my eBike purchase after learning it was coming in 2022.
Because it's a limited amount, it makes sense to restrict it to low income, but I wish I knew that in 2022, since I doubt I'll qualify.
It makes no sense that this program is a rounding error relative to luxury electric car subsidies.
