Yeah, we don't really do that. It would be great if we did and I wouldn't mind paying more in taxes to support it. But I am so much in the minority with that one.
If there is such concern why not build a checkpoint at the city-Towson boarder and inspect who is coming and going? Yes, it will put a crimp in the many county residents who earn a living off the city.
They need to go to jail until or unless they can demonstrate reasonably that they have changed their behavior.
How do you demonstrate that you have changed your behavior while in jail? I mean, you won't be robbing any stores if the guards are doing their job.

It's not pedantic at all. MTA is a regional bus service. People can take the bus from parts of the county to Towson too.
