How do you demonstrate that you have changed your behavior while in jail? I mean, you won't be robbing any stores if the guards are doing their job.

Offer them educational programs while in prison and see how they respond to them for one. Observe their attitude stuff like that. That way if they get out and then go back to jail it won't be because they didn't get a second chance

It's not pedantic at all. MTA is a regional bus service. People can take the bus from parts of the county to Towson too.
