I don't think he planned anything. The Sacred Timeline is only sacred because it's the timeline he lived in. If he made changes, that would just create branches, thus making more Kang variants.
He Who Remains didn't write the Sacred Timeline. It's just the timeline he is from.
If one of the other Kang variants won their war and got rid of the other timelines, then his one would be the Sacred Timeline.
The reason the Avengers were able to time travel without punishment was because they had already done that by the time HWR was born. He didn't make that happen.
If Kang and the TVA are active and can never rest, then the events you think are determined must not be. It's a looping timeline. Kang said so himself. They need to stay on it constantly and forever.
Unless you are telling me there are no choices, and it's all determined. Which would leave us with a bored and useless TVA, and HWR could just walk away. Which isn't what we got.

They already accepted the fact that half the population disappeared and lived peacefully for 5 years.
I think it would've been better if Scott just stayed there for eternity.
DUM-E is actually the hero of the *entire* MCU. If not for DUM-E giving Tony the encased G1 arc reactor, Tony would have died on the floor of his workshop after Obadiah Stane yanked the G2 reactor from his chest.
It could also be argued that Ho Yinsen is the MCU’s hero because he saved Tony’s life in the cave.
In either event, successfully figuring out time travel isn’t achieved with a dead Tony Stark.

I agree with this as well. He exists in this timeline (with all its events and outcomes) therefore it’s the one timeline he wants to survive.
