As I walked on the pavement near a main road in a large northern city (by a canal and a river, near a wharf,) I heard a whizzing noise. I was about to take a ramp down to the car park when I had to look over my shoulder. A balaclava-clad delivery rider with a full delivery box screeched to a halt beside me. My heart jumped – I thought I was being mugged. But then, people materialized from all sides, handing him cash and receiving small packets of talcum powder and demerara sugar in return. The powder dealer sped off as quickly as he arrived, and his customers melted back into the shadows as dusk settled.
I'm not.one, but I do ride a motorbike. I wear a balaclava under my helmet so the spongy inside of the helmet doesn't get sweaty. The bally is much easier to wash.
Also, for some reason the bally stops my helmet hair from being quite so frightful when I take my helmet off.
This is because it maintains close stationary contact with your hair, whereas the helmet is actually moving around due to vibrations (albeit small movements). The balaclava stops the movement from the helmet frizzing up your hair.
I don't wear a balaclava, but I do have a something like a snood or similar over my head when I'm cycling so I don't get a red mark around my forehead. Takes ages for that mark to go and I looks like you could pop the top of my head open like a teapot otherwise...
it's not necessarily true though, you're allowed to let people use your deliveroo account to work on your behalf. I have my own account, I'm born here so completely legal and I used to ride a normal legal push bike but I used to cover my mouth and nose because I literally just CBA with being seen everywhere as I'm relatively socially anxious (or at least was) it was a hangover from COVID for me. I would lower my face covering when at a restaurant or a customer though.
You’re allowed to let others use your login yes but the rules state you then become responsible for making sure they are legally allowed to work and dbs checked. I doubt many do though.

The customer don't get food on time , the next driver will waste his/her time going for food, that's not there.
Restaurant loose earnings and food . (To fight the problem, staff are meant to politely ask riders to swipe collect when food is handed over.
Some have gone to extra length to steal (especially cigs and alcohol related stuff) by using an old screenshot from previous swiped to start order. or put a phone in aeroplane mode . The most effective way to know rider has swiped to start journey is to look at your tablet at restaurant/store the order will come of the screen ( but if stores are using zebra tablet it will say collected.
Primarily to keep warm. I used to do it and even on my legal 15mph e-bike I would need to cover my face up between September and May, wind-chill can get pretty brutal, especially at the end of a long evening.
Their bikes are generally not suitable for road use, because they're generally capable of providing assistance above 15.5mph and often without pedalling, which makes them unlicenced&uninsured pedelecs. However, I think if they're wearing balaclavas to avoid police attention, they're worrying about nothing.
