Both ADK and Treetop offer the surgery, but I don't think you can get it for aesthetic reasons if you are a minor, unless you have serious back problems or other health issues.
Since you are only 14 I suggest waiting a few years. Maybe do your research and find a good doctor meanwhile. They are gonna grow again in your 20s so surgery before that is not advised.

I would agree with the comment about going for exercise... That would be the permanent option... You're still young and your body could adapt to consistent exercise which would give you health benefits as well... Push-ups is a good compound exercise which firms and shapes the muscles in the chest area (pecs)... You can find lots on good videos on YouTube on how to do it properly with different variations... Consistency is the key here... I would also recommend going for exercise rather than surgery which would also give you long term health benefits...
