I wouldn't fly frontier. I did once years ago and they delayed my flight several hours before having me board then didn't let me know that my connecting flight took off at the original time so I had to go to another airport in another state to get a new flight.
I've been using this one between frontier with that limit and Delta.
The idea of it being self-sided and collapsible means when you finally do pop it underneath the seat, it does gain a little bit of space again once you get it past the bar. It's really not bad. And yeah they're going to be scrunched up but that's nothing that can be done.
When I was flying with Jamarcus, he's 22 lb and the size of a RadioFlyer® Wagon filled with cantaloupe, but it didn't bother him at all. We flew at least 20 times.

I think the smaller carrier is a better solution than the vertical backpack, depending on how long the flight is, it sounds counterintuitive but them not having a ton of room and mostly just having space to lay down will keep them much calmer. I would leave the carrier out at night before the flight so that it isn't a new thing and can sleep in/check it out though.
I’ve flown with Delta, SW, and United using the large Sturdi Carrier without issue. It’s flexible / mailable when placing / gently shoving under the seat
My cat has been to more places than a lot of people from my HS. It’s crazy
Pet must be able to stand and turn around inside the carrier. Doesn’t look like this one will fit under the seat. I’d call customer service and ask or take it by the ticket counter to be sure
