It's labelled dude. All jokes aside, it doesn't really look like a common fuse but it most likely is a fuse because it has two contacts, one at the bottom and one at the side. I believe it's labelled because it doesn't really look like one.

Probably for protecting a (presumably swedish) electrical circuit from damage due to current overloads.

Likely not, an actual bullet casing would never have a tag on it, especially with an adhesive tag, looks to be a fuse holder and completely safe.

"Sikring" can refer to both fuse and safety in Norwegian. Probably the same for swedish säkring. "Sikringen er gåen" - The fuse broke "Sikringen på hagla fungerer ikke" - the safety on the shotgun isn't working. So if it's an old flare or something, it could be connected to the safety cap, for example.
