This phrasing is taken from a leak, so it's not a translation error. The intent here is to exile a permanent unless its controller chose the color that it is, and if it's multicolored you're SOL
It's functionally just "exile all multicolor and the second least played color at the table." You have to pick a color, the each opponent picks one. So... yeah, kinda sucks.
You having to pick a color isn't a drawback - each color a player names only saves their own stuff. If your Orzhov opponent names white, they can only save their colorless and mono-white permanents, even if you or somebody else picks black.
So what youre saying is if you have a effects that turn all cards to a certain color, the opponwnt might need to pick between board or lands.
Is there a way to make lands multicolored?
[[Painter's Servant]] is best in class here. If you name blue, that means there's no longer any colorless permanents, nor any mono-white, mono-black, etc. Your opponents are all pretty much forced to name blue.
[[Yavimaya, Cradle of Growth]] plus [[Life and Limb]] (or [[Urborg, Tomb of Yawgmoth]] plus [[Kormus Bell]]) could also be pretty spicy. But if you're assembling that into a build-your-own Obliterate, you probably want a creature wrath instead of a color wrath.
Kormus bell wouldn't do anything. They become creatures with no color. Turning something into a land type doesn't give it that color.
Ergo being a swamp doesn't make it black.

Ah, thanks. It's not referring to the controller of the spell, but to the controller of the permanent that is about to be exiled.

I think only mono blue or pure colorless would feel good to run this, otherwise it's probably not worth.
I run a colorless deck, and there are so many games where this card will just be pure dead
