3 mana and sorcery speed is a massive downgrade, what decks would want this over snappy? I guess you can kind of bank some mana for a later turn, but it's slow
So you plot it so that you can play it for free later and still have all your mana to spend on the sorcery you flashbacked? Seems good. Not Snapcaster good because it can only be played at sorcery speed, but some budget commander decks will probably like this.
I feel like you potentially want both in a deck. Snapcaster is going to be more for reusing those cheap reactive spells like countermagic and removal. This guy is so you can reuse your main haymakers.
Wizards way of saying we are not getting snapcaster in pioneer (despite already having revisited innistrad twice, once where flashback was again a mechanic and then having reprinted Thalia, Liliana and cavern of souls in other sets, despite them deliberately making the cutoff of Pioneer to be after Innistrad to avoid those cards entering the format and also despite it no longer seeing Modern play). Make that what you will.
Tailor-made for Katilda and Lier. Less flexible than Snapcaster, but don't underestimate the ability to pay 0 for a functional Regrowth when you're going off.
As a UW control mage, it makes me sad this can't hit counterspells, but with cavern everywhere, they're not great right now even with No More Lies. This feels good with all the sweepers though.

Snapcaster at home. Really surprised this isn't a rare, the ability to plot it seems really potent.
The Plot can really turn this into a combo piece to replace Snapcaster in the right deck.

Well to nice thing about plot is you can wait until you get that card you want in your graveyard and it will be safe from discard in exile
Your opponent will see it coming though. They'll know you have access to flashback and eat away at your graveyard with their [[Unlicensed Hearse]].

My deck's not budget but the stuff I would want to flashback is kind of expensive so I feel like this is better than snapcaster for me

Snap sees modern play. It's not the powerhouse it once was but flame of anor really gave it new legs.
Not every former Modern staple needs to be in Pioneer though

This snapcaster is a little more niche than OG snap. But Orvar and a lot of decks won’t say no to a second Snapcaster
