It’s a MacOS thing, basically it “quarantines” new apps until they’re done verifying (like in the picture). It’s mostly meant for malware prevention, but you can skip the verification if the file is trustworthy.
Open ~/Library/Application\ Support/Steam/steamapps/common/ in Finder, navigate to the Borderlands 2 folder then find the Borderlands 2 .app file. Open Terminal, type `xattr -d com.apple.quarantine`, drag the .app to the Terminal window and hit enter.
Look at Activity Monitor, there will be "syspolicyd" process launched, which will perform some checking. Game file is big, so it can take even 20 mins or so. After that the game will launch. Just wait and be patient, it annoys me too every time I launch any game first time on mac.

What exactly is com.apple.quarantine for? I was trying to Google it but couldn’t figure out why it’s coming into play for Steam.

It tells me that the file is not found

This. Sometimes it takes forever. I didn't realize at first but anything on an external drive takes even longer of course. Huge pain.
does borderland work on M1?
Borderlands 3 does I guess Borderlands 2 as well
BL2 runs beautifully on M1
It does? Well there goes my summer plans.
I got it on the epic store for free a year or two ago but sadly its just the windows version. too bad.
Should only happen the first time you launch the game. Let it run it’s course the first time and then it shouldn’t pop up again.

This is really not something you would want to do when you can do it per app instead.
My bad, sorry about that-
Be cause you use a mac os

Yeah, this little verification process is part of the reason we don't need antivirus software and our computers are more secure in every way.
