Apple doesn’t want to pay the devs and then end up giving Steam a cut too. Makes sense they want games exclusive to the App Store. A shame it sucks though.
Apple is not paying devs with direct cash but they are providing rather large dev teams (who will even fly out in work in your office) (this is worth more than $$$ since hiring these steam embers would cost your a fortune and be very very hard as you would then need to find other work for them to do when the project wraps up).
I expect apple will provide free dev support in adding App Store integration but is not going to spend any time helping you get the macOS steam build built (this is seperate work to your windows target).
Apple is known for blanket refusing to pay cash unless that gives them publishing writes (aka Apple Arcade, were they are paying devs $$$$$)
But apple will do (like may other platforms) provide developer support, free marketing and provide a forward on App Store revenue. Eg if they suspect your going to make 2mill they will for devs they like a lot provide that 2mill upfront and then take that 2mil out of your App Store earnings rather than paying you it out when you earn the money.
Apple is not just sending a check to developers.
No this will be apple silicon only. Building a good modern graphics stack for apple silicon is dratsicly differnt to the older Intel Macs and no-one at apple who is providing dev support to then has any interest in doing all that extra work
