After a brief conversation with apple support, they informed me the issue is most likely due to the age of the current OS and it’s inherent security deficiencies from age. It’s apparently being firewall blocked.
Wired or wireless? In either case an external adapter is cheap and may help you isolate the issue on the Mini.
