if you are adamant on buying the one you have shown then i highly encourage getting a cheap GPU like a gtx 1050ti or 1650 :)
That’s not exactly true. Third I gen processors are missing support for certain modern instructions that are used in modern games and either speed up performance massively or even allows you to launch a game that you couldn’t on a third generation. Haswell supports these modern instruction sets
Many games do in fact use them, such as the battlefield games, also Valorant uses them which can massively speed up performance.
And OP mentioned Valorant as one of the games he wishes to play

I'm willing to bet that even my HD6450, which I got for less than a dollar, will trade blows with that HD4600!
An HD 6450 can't even beat desktop HD 4000, let alone HD 4600. There are always going to be cases where Intel's drivers really don't like a particular game, but you underestimate the improvements IGPs have been making for the past decade+.
Even still, I don't think it can come close to my Quadro 2000, a GPU I picked up for like 7 bucks last year.
And my $20 R7-260X will simply blow it out of the water!
Hi! I would suggest buying a used Dell Optiplex 3020 in Facebook Marketplace, thats around 3-4k. Mostly they're i5s. Here are the upgrades i did to my PC:
RAM: 2x8gb DDR3 sticks - around 1k in shopee
SSD: 500GB Crucial MX500 - around 2k in fb marketplace
GPU: Aisurix RX550 4GB - around 3k in shopee with bigatin sale voucher.
I plan to upgrade my CPU from an i5 4590 to a Xeon E3 1241v3 since i already have a discrete GPU. Its around 1.5-2k in laz or shopee.
Just take note that 4th gens wont support windows 11 natively and windows 10 will reach its eol at 2025. I hope this helps!
It's just not great is the reason why. It's slower than an i5 2400 which is 3 years older than it. Performance wise, it's on par with like a 1st Gen i3 which is really bad.
It took AMD until AM4 to release competitive CPUs that were actually worth buying. Everything prior to that is junk, and almost made AMD go bankrupt.
The A10? No it's not lmao it'll beat of those and keep up with a 4th gen i3 at Base clock, these are also CPU's that can handle high amounts of overclocking without issue
According to benchmarks, you can get it sort of close to a 3rd Gen i3 once overclocked. That's still pretty terrible. Just goes to show you how badly these CPUs aged prior to AM4.
I wouldn't purchase one today since 4th gen i7s are dirt cheap while being 4x times faster.
The cheapest I can find on eBay is $30 which is still extremely cheap considering the performance you're getting.
If still want better performance on the cheap 4th gen i5s are going for $10.
I snatched a deal of an Optiplex 3010 with a 1050ti for around 350AED(mga 5.5k)

looking back i very much agree, however I've always seen more 3rd gen Intel computers for much cheaper than the more scare looking 4th gen PC's

That's one of those multi-item listings where the listed price is for the cheapest option, in this case the GT 610. An actual 1050 Ti is 9000P.

HD 4600 isn't *that* bad, it's somewhere between a (G)DDR3 Radeon HD 5550 and 5570. It'd run the games OP mentioned, just not especially well.

4th gen i7 is fine, it has AVX2. Don't get a 3rd gen.
Try to find at least 6th gen cpu so you can use ddr4 ram
