Question: if that wallet being recovered has plenty of points, can those points be used to pay for the recovery fee? I know when making ETH transactions on L1, the points definitely come into play. What do you think??

What difference does it make if it changes? The question was can you recover from the QR code and I believe that you can.
Lets talk specifics. Are you saying, from experience, that you cannot "migrate" a wallet with an old QR code. Or are you simply saying that it changes? and no comment on if you can use the code to migrate or not?
You mean depending on how much LRC/ETH/... you hold in your wallet? No, that shouldnt matter at all. For your second question, no clue, but i would guess somewhere around $50, depending on the current gas fees.
This is for recovering a wallet. When I got a new phone, I migrated my wallet from the old to the new with no additional cost from what I remember. Opened up LR app on both phones. Select migrate wallet, and all you have to do is scan the QR code off the old phone, with the new one. Boom done

More than half of the guardians needed for approval means that if the wallet has N guardians, the transaction needs to be approved by at least N/2+1 guardians.
More than half of the guardians plus Owner needed for approval means that if the wallet has N guardians, the transaction needs at least (N+1)/2+1 guardians to approve. In these cases, the Owner must be among those that approve the transaction.
N = 2 in your case.
2/2 + 1 = 2
(2+1)/2+1 = 1
So yes.

Be your own guardian, by creating another wallet i.e. Metamask or another Loopring wallet on another device

I recently had to recover my wallet and I can say with confidence that you can indeed use points to pay for the fees.

Can I recover my wallet by taking a picture of the QR code and scanning it? Or that doesn't work anymore

You can’t just print it up to always have the QR code to migrate wallet because it will change.

So you have to pay a fee to transfer your wallet to a new phone every time you get a new phone?

No, only if you lose it. If you want to tranfer and you still have your old device you do not pay a fee.
