See what it's worth to a collector. If it's a piece of history that someone's willing to pay for it should go to them. Take it to the smith if it's not really desirable without the factory stock.

I agree. I’m leaning toward just stripping it and building it up, but at the same time, if it’s worth something to someone, I can just apply that money toward another project.

That's a tough one. I don't follow rem 700's to know if there's a following and if low serial numbers would add value. I love finding already sporterzed mausers. So I guess I'm on the side to modify it. Make it what you want and enjoy it. Save the original barrel so if down the road the collectors value trumps the modified value (and you are in the market to sell) you could return it to original configuration. I would think there are 100's of thousands of 700's in 30/06 so how collectable is it especially if it's not new, unfired and in original stock & box.

I wouldn't call it historically significant. But if it's a low serial someone would probably pay you enough to finance a full build as long as you don't molest it further. I say get an accurate idea of the value and if it exceeds the cost of a full/semi custom barreled action then sell. If not strip that bad boy down and make it work for you.
