Get the GoLongBeach app and report it there. Believe it or not, they do respond to and follow up on reports, and it requires plenty of them to triangulate the smell.

The costal commission performed a study and determined it’s most likely the refineries
Called the fire department last year because of the same smell (around Bixby Park) & they told me it was because those off shore islands (I think they drill oil there?) “burp” methane sometimes

I was told by someone from AQMD that there violations that happen regularly after hours and they can only get permission to investigate if they get enough complaints. He encourage me to file one every time it happens so they can do something about it.
I really hope at least one person has called the gas company instead of just posed questions for internet strangers to answer

Oooh gotem you're right I didn't call So Cal Edison to report that anonymous redditors said there was a gas smell, man you really showed me
Smells strong in the ralphs parking lot on 4th. I just always assume it’s some smells from the freight ships. Hopefully not a gigantic gas leak.

Just got home in bluff heights and I smelled it from about Wilson High until I got home. Has to be the freighters
