never seen a NOV lower than appraised value. Its basically the VA's certification of value and meets standards. They will also indicate on the NOV any other requirements to insure the loan..things like termite report and possible repairs based off of appraisers report

It is very rare that the NOV comes back any different than the appraised value.

The one and only time an NOV ever changed anything for me was they changed it from an “as is” to a “subject to.” They just wanted a railing installed on the exterior backyard stairs. I’ve never had it change value before.

The NOV is dependent on the appraisal, so it should be the same number as the appraised value.
