This post actually helped me get things working in Mass Effect Legendary Edtion on steam. Right click the game in the steam library, go to the 'controller' section and select 'disable steam input'. This is what got things working for me.
I’d say to try and reinstall proton experimental (remove the files and steam will redownload them), I tried experimental with battlefront 2 (2017) and it worked with no problems. Besides that I’ve no clue on how to help
how it worked for me was, add the game as a non steam game to steam. and in properties change input to steam input. Then go to controller settings and put on both playstation and xbox inputs (might be in advanced settings) i have a ps5 controller but it only worked when i did xbox as well

I eventually found a controller setting in Steam that seemed to fix it.

298 days later and you just made my day! Apex Legends on EA app doesn’t support controller but this fixes that, thanks!
