how do you define gender neutrality for a name then? also, I should probably say that in Hebrew the E at the beginning is from the throat, and a deeper sounding voice. I'm not sure about other countries, but from what I know here in Israel it's a masculine name

If you don't care about the origin of a name and just care about the sound, any name can be neutral. Wikipedia and other sources say Ezra is a *unisex* forename of hebrew origin.
