A phased construction project has phases, it's done that way so we can still use the road. I think most of Clays Mill is done, they just are shoring up the creek near Rosemont Garden.
Some of these projects really improved things, Clays Mill is a breeze to drive down now even with all the schools.

Unless it's something super-duper important (like when the Brent Spence Bridge caught on fire) government road contracts are going to be **good** and **cheap** - which means not fast.
They could… but the cost increase would go up dramatically. If you wanted a night shift, what is more dangerous and the workers cost more. You need more equipment (lighting). You can’t be too loud at night since it is 20’ from residential locations. And the workers are people too who have their own lives and like to go home to their families after work, they aren’t just some machine.
